When we rode New England Transportation in Connecticut several times in the 1940's and 1950's, Dad remarked on the three blue lights above the windshield (and sometimes above the destination sign): "They are required by the ICC."
I think I saw yellow markers on Surface Transit GM's about the same time. Mr. Linsky would probably explain this, but I'm asking you readers for what you know.

I connect these markers with the weak city headlights of the 1930's. A passenger could identify the coming bus with the three blue lights as a over-the-road carrier.

I am not sure of the year, but the three lamp cluster, high up on the front and rear of commercial vehicles over 80" wide, were officially known as identification lights. They are also sometimes called "Michigan Marker Lights", as I believe that was the first state that required their display. The high mounted lamps on the corners of the vehicle were known as clearance lights. Over time these terms have become interchangeable.....

As for the strange colors....there were a lot of variations in different locality regulations at one time, until the federal regulations made them standard.
