The photo was taken on Duval Street, Key West, Florida.

Time: Adlai Stevenson running for President and lost in both 1950 and 1954. Judging by the cars in the background, I would have to place this early Fall of 1954.

The bus may be a school bus manufacturer judging by the radiator which looks a bit odd as compared to others of that era.

I came to the same conclusion. I spent some time searching every manufacturer that I knew of that would have been active in the late 40's and early 50's. Nothing even similar. School bus manufacturer would be my guess also. The roof construction also reminds me of a school bus.

I believe this mystery is solved. I'm pretty confident that this is an early '50's city version of the Blue Bird All American, first built in 1948.

Note the similarities between:
The windshields
The step well viewed from the front,
The rear side window and
The upper shape of the front door leaf
The teardrop Michigan markers
The angled side marker above the front doors

Look close at the original photo and you can barely make out the double belt lines along the side.
