The public transit agency of Savannah, Georgia, is Chatham Area Transit, as the city is the seat of Chatham County. The website is http://www.catchacat.org/
Of particular interest to me was the DOT Express Shuttle, which has an extensive convoluted loop around the historic district, not just in its center. I overheard a hotel concierge explaining that its 20-minute headway was unreliable, and one of our companions found that true. Having waited 35 minutes, she boarded. The driver later did not know how to raise the simple wheelchair ramp at the front door. Again later, the trip was cancelled, and the passengers were told to transfer to the next bus. The buses appeared to be wrapped in decals, somewhat like an unusual box on wheels. Sorry, but I have no photo of a free DOT bus.

Above is a regular-service bus.

The map at this bus stop can be viewed on the website.

An older bus stop.

Yes, the day was Friday, but I could not figure out what service First Transit provides. The Savannah College of Art and Design has multiple campuses, and maybe this connects them.

According to their website, First Transit is a turn key operation that operates all sorts of transit services. One of their main services is providing campus transportation, so your guess was probably right on.

Thanks for the lead, as that website does mention SCAD in Savannah:

As Tauck placed us in a large hotel at Liberty and Bull Sts, we were amazed at the long lines for lunch at nearby restaurants. The historic district seemed to be almost totally SCAD students and tourists, few natives! In fact, what was the main commercial drag, Broughton Street, is almost devoid of ordinary stores, and only one bus route runs on it. As in many cities, the stores have scattered to the suburbs, the far terminal of bus routes. I did not have a chance to visit the new Joe Murray Rivers transit center, where 14 routes meet on a pulse schedule and Greyhound has slots.
