Yes. It was the first bus painted into the new color scheme.

Here it is again about 2 years ago at Bladensburg. It appears that WMATA was set to go with red and white with blue and silver stripe. 5311 stayed parked at Bladensburg like this for a few months. 5311 finally returned to service with (about 1 year ago) this current "Local" color scheme of red and silver with blue and white stripes.
