Too Many Metropasses?
TTC fares could go up in 2010 as the transit service deals with a revenue shortfall this year.
Even though ridership is up, more people are buying cheaper transferable Metropasses instead of paying full fares for each ride.
The TTC is projecting a record "470 million plus" rides this year, according to the Toronto Star. But using the cheaper, transferrable pass is resulting in a loss of three cents a ride for the TTC, leaving them with a $17.4 million deficit, according to the newspaper.
TTC chair Adam Giambrone says it’s too early to think about a fare hike, but Toronto budget chief Shelley Carroll says it’s a real possibility.
Giambrone told the newspaper that the TTC needs an additional $80 million from the city in 2010 to help prevent a fare hike.

Seriously, what the heck did TTC think was going to happen? You sell passes good for unlimited rides for a month and before you know it –

a). A certain percentage of your customer base figures how to use the passes to avoid paying for some of their rides (friends and family share a single pass)

b.) Passholders begin taking extra free trips because there is no additional incremental cost – previously, they would have walked or avoided the trip altogether

c.) Ridership increases while revenues decrease

I’ve come around against the concept of unlimited ride passes because of these scenarios. Mass transit is too important and too frequently is in dire financial shape to avoid collecting a fare for every ride. Fare collection systems have advanced to the point that variable pricing is realistic for most decent-sized transit systems. Give your regular customers a break by charging them less per ride, drop the fares during midday and other off-peak time periods if you want to encourage non-commuter ridership, but do away with the free rides.
