Those railfans on the site will recognize the acronym NORAC (Northeast Operating Rules Advisory Committee); this website (appaently created by an NJT engineman) really does a masterful job of explaining the intricacies of the signal systems used by NJT, Amtrak, SEPTA and other regional rail lines:

I have a 2008 spiral bound copy of a NORAC rulebook. It is very interesting reading.
