1 - If they were leased (rented) then they have to be returned to the lessor in the same condition as when the lease started, just like a rental car.
2 - Not sure. The NY Times article wasn't clear as to the buses. |

| WhatI told here in an earlier post is the truth, no fiction just fact.Under the terms of the lease between the TA & WAMATA, they had to either replace the buses or buy them at a price specified by Washington, so it was cheaper to give them replacements. |
