I don't know how well that will work out in NYC, but Lebanon Transit has had them on the buses for several years. I do notice that they seem to be used pretty regularly.

One of the fears I've seen people (at least on Facebook and other forums) have about the racks is that the bikes can be stolen if the bus stops at a red light in a "ghetto" area. Personally, I find that notion rubbish.

If the "bike" passenger isn't observant, their bike could be "mistakenly" removed by another passenger at a bus stop. This has happened in Suffolk County (NY). Drivers are not responsible for keeping track of who places and removes bikes. I call that a theft.
