Seriously, some manufacturers of heavy air-braked commercial vehicles lately have advocated use of suspended brake pedals (the same configuration as that found universally in passenger cars and light trucks) and have consciously moved away from the older floor-pivoted brake treadle. The primary reason: foreign matter (i.e. large stones, etc. often found on construction sites) can lodge behind a floor mounted brake pedal and prevent proper actuation of the pedal. While in the bus world (especially the transit bus world) such an encounter probably is pretty unlikely, safety first is still a good way to go. I also would believe that a brake valve not mounted beneath the floor also would be subjected to less dirt and water...

There is a roller on the back of the pedal which can bind. When that happens, brake stopping distance gets longer and requires more pedal pressure. D4500's have a sideways mounted brake valve which uses linkage rods with a pivot with a pin which could give some issues.
