While the image below depicts an accident in 1932 Chicago in which a wind dislodged flagpole atop a forty story office building sliced through the roof of a bus, it is not the focus of this essay (BTW; only the driver and one passenger suffered minor injuries).

The highlight here is the seating arrangement which was undoubtedly inspired by the innovative engineers and mechanics of Chicago Motor Coach who had a penchant for such off beat ideas (ie; their 'standing room only' buses).

If you think about it the configuration is very practical for easier flow of passengers whether seated, standing or entry and egress.

Frankly, I am surprised that the system was not adopted as a standard for all transit bus interiors.

The only thing that I can't explain is the lower ceiling over the seats which brought to mind the possibility of a double deck but that's doubtful because they did not have front doors in those days.

Whatever!

Could this be one of the buses in question? The only difference between the two buses are the different size side windows behind the driver's seat and front door.
