CNYRTA Announces Plan to Consolidate and Reduce Centro Bus Routes

Syracuse, NY – The Central New York Regional Transportation Authority has announced a plan to combine or reduce some Centro bus services in Onondaga and Cayuga counties effective January 17, 2011. These changes are being forced by continued reductions in operating assistance from New York State and reduced revenues generated by dwindling mortgage recording tax revenues, a key source of public transit funding in New York State.

“We have been able to mitigate the impact of three consecutive years of underperforming revenue streams through a modest fare increase, the use of reserve funds, minor system adjustments and other cost control measures. However, we have simply reached a point where we have run out of options,” said CNYRTA Executive Director Frank Kobliski. “Unless there is a significant shift in policy at the New York State level toward funding of public transit, we will be forced to re-size many Centro services accordingly in 2011.”

“Decisions regarding these January service cuts were not made arbitrarily," said Kobliski. “We are focusing on our least-used services first, or areas where riders have reasonable alternatives, in order to minimize the overall impact on riders.”

As a result, Centro plans changes in January as outlined below. Additional service reductions will be considered for April 2011, subject to the level of transit funding contained in the 2011-12 New York State budget.

“It is important to reassure our community that progress on our downtown Syracuse Transfer Hub will not be affected,” said Kobliski. “This project has been fully funded by dedicated grant money which cannot be used for anything else, so it will be completed in late 2011 regardless.”

Under the plan the following bus routes would be affected on Monday, January 17, 2011:

38 Auburn - Elbridge /238 Auburn - Port Byron

These two routes would be combined into one singular Route 38 Auburn – Elbridge. The proposed new route would operate from Auburn along Grant Avenue, to Weedsport via Route 34, to Jordan via Route 31, to Elbridge via Hamilton Road, to Camillus via Route 5 and to Syracuse via Route 695 and Route 690.

As a result, service would be discontinued along Route 31 and Route 38 in Port Byron; along Warners Road and Route 31 in Warners; along Route 5 between Hamilton Road in Elbridge and Standart Street in Auburn.

Route 138 Auburn – Taunton and Route 236 Auburn – Camillus

These routes would be consolidated and re-routed. The singular proposed Route 236 would operate as currently routed from Auburn to Marcellus. Upon leaving Marcellus, the proposed route would operate on Route 174 (Gorge Road) to the Village of Camillus, along Route 5 (West Genesee St.) to downtown Syracuse.

As a result, service would be discontinued along Scotch Hill Road, Howlett Hill Road, Kasson Road, Harris Road, Fay Road, and Grand Avenue.

In addition, this service will serve the Village of Camillus, replacing the existing service on Centro’s 136 Camillus bus route.

78 Fairmount / West Genesee

This route would be discontinued. Service to St. Camillus, Bishop Ludden Apartments and Bishop Ludden Jr / Sr High School would be continued on Centro’s 66 Grand Avenue /Western Lights bus route in order to maintain a level of service to these destinations.

88x Cicero / North Syracuse Express

This route would be consolidated with the existing 88 Cicero / North Syracuse bus route, which operates at nearly the same times as the current 88x bus route. Express service bypassing downtown Syracuse would be eliminated and all trips would serve downtown Syracuse. Several trips would continue to University area hospitals.

The CNYRTA has scheduled two public hearings on the proposed services reductions:

CNYRTA Board Unanimously Approves Three of Four Proposed Centro Service Changes

Syracuse, NY – The Central New York Regional Transportation Authority’s Board of Members has unanimously approved three of four proposed service changes in an effort to help close a projected $5.3 million dollar budget gap for the Authority’s upcoming fiscal year.

At the Authority’s December meeting, the board approved the following proposals:

* Consolidating Centro’s Route 88x Cicero North-Syracuse Express bus with the existing 88 Cicero North-Syracuse local bus route.

* Consolidating Centro’s 238 Auburn – Port Byron & 38 Auburn – Elbridge bus routes into one route.

* Discontinuing Centro’s 78 Fairmount / West Genesee bus route


Each of these service changes will go into effect January 17, 2011. The board also unanimously approved a staff recommendation to delay the proposed consolidation of Centro’s 236 Auburn - Camillus and 138 Auburn – Taunton bus routes to allow the proposal to be further reviewed.

“It is with great reluctance that we must enact service reductions at a time when demand for our services continues to be strong,” said CNYRTA Executive Director Frank Kobliski.

“However, we must take these measures to ensure the long-term viability of public transit in Central New York. In addition, barring a dramatic and immediate increase in funding from New York State, we anticipate additional service cuts will be necessary at the beginning of our fiscal year in April.”
