You are right, Esteban Rivas is a well-known coach charter company in Madrid. Years ago it was too a Renault bus&coach dealer, but now they concentrate in the operation bussines ...

Well, it is American indeed. Actually it is a Wayne design made in Spain by Carrocerías Bosuga.
I think that you are rather accurate in saying that it appears to be part school bus and part transit ...
